I run AFT as a semi buff to AAA and Secondaries as well as the +5% range -5% dispersion flag and can assure you, Shokaku can delete the Alsace late game with her torp bombers and consider now that Alsace has -44% torpedo damage reduction :o VIII.

The republic is all about flaking (fast and good AA for a BB) and it's fast firing HARD hitting guns that you need to keep firing. At the end of the day, like you have said, both work. Go for full DPM and fun. 9% fire chance, 10% with flags and 12% with DE is FANTASITC for starting fires on Battleships.
